The Town Manager is appointed by the mayor and Town Council and serves as chief administrative officer of the town. The manager is responsible for carrying out the policies of the town and ordinances adopted by the Town Council. The manager is responsible for the operation of all town departments and for the appointment of all employees.

The Town Clerk serves as a liaison between the citizens and elected officials and provides support to the mayor and Town Council. The town clerk is the official custodian of public records and keeps a journal of the proceedings of the meetings of the Board. Maintains records of appointments and reappointments of board members. Attends Town Council meetings and necessary committee meetings of the boards; as needed attends meetings of Planning Board and Board of Adjustment and writes minutes processes all ordinances, resolutions, and other actions of the Board; may administer oaths of office; assures proper advertisements and notifications for hearings and potential actions. Performs a variety of human resources functions including new employee enrollment into benefits; assistance to employees in applying for benefits; placing job advertisements; and maintaining personnel records.

Program Support Specialist serves as receptionist for the office including serving the customers and citizens who visit the office; takes messages, forwards calls, and assists staff with visitors; makes appointments; opens and distributes mail. Assists town clerk and payroll department along with managing town’s website. Takes payments and posts water, sewer, tax, privilege license and miscellaneous payments; signs citizens up for new services or to discontinue service; generates work orders to cut service on and off. Compiles information using standardized forms, procedures, or specific instructions; enters information into spreadsheets, data bases, etc; prepares regular and special reports and compiles program information.


UTILITY BILLING & TAX ADMINISTRATOR, JoAnn Strickland

Utility Billing / Tax Administrator administers a program for the billing and collection of current and delinquent property tax payments and privilege licenses; answers inquiries about the municipal tax program. Posts payments; prepares deposits. Creates utility bills and collects payments; reviews utilities readings, generates billing and proofs and checks information for quality control; performs edits and assures balance of accounts; runs bills and assures bills are mailed to customers; sets up and maintains utility account customers in the computer. Maintains records and files; compiles data and prepares a variety of reports as required; closes out the money drawer daily; counts money and assures balance to the day’s closeout.


FINANCE OFFICER, Marie Moore

The Finance Officer directs the disbursement and accounting of revenues and expenditures for the Town.  Work involves day to day oversight  of the budget, accounting, revenue collections, purchasing, grant reporting and investments, and oversight of end-products of work by staff involved in tax collections, utility billing and collections and payroll operations. Prepares budget documents for the Manager and department heads, including revenue and expenditure estimates; consolidates information for the Manager and explains to the Council; reviews budget system and financial conditions and develops methods of improvement. Assists the auditors during the annual audit of Town financial records. Serves as risk manager for the Town, including administering insurance policies, advising on potential sources of loss and recommending revisions of policies to decrease loss exposure.

Accounts Payable prepares payrolls for the Town; enters changes in salaries and benefits; adds or terminates employees in data bases; adjusts for leave without pay and enters leave taken. Matches purchase orders to invoices, reviews invoices to verify accuracy and receipt of goods; codes invoices and receipts; pre-audits to assure availability of funds; keys invoices to be paid and files invoices; communicates with vendors on invoices and checks. Prepares vendor checks, expense and travel checks, and other checks on a weekly, monthly, and daily basis as needed.


TOWN ATTORNEY, Jessica Scott

The Town Attorney provides legal services to the governing body, town manager, and other officials. He attends regular Town Board meetings to provide legal advice and reviews ordinances, contracts, and other legal documents.
